Why Barcelona has become Spain’s undisputed startup powerhouse

From unicorns to record VC funding and a €30M municipal fund — here’s why founders are choosing Catalonia’s capital, the pros and cons of settling there, and how to launch your business step by step.

Barcelona has quietly but decisively overtaken Madrid to become Spain’s leading tech and innovation hub. According to the latest Dealroom report, Barcelona’s startup ecosystem is now valued at €51.8 billion and attracted €1.1 billion in venture capital funding throughout 2025. More than two-thirds of all venture capital raised in Spain last year went to startups headquartered in either Madrid or Barcelona. The city was also ranked the 5th best startup ecosystem in the European Union for the second consecutive year by StartupBlink, trailing only Paris, Berlin, Stockholm and Amsterdam.

** Numbers that matter: Spanish startups have more than doubled their total value since 2020, surpassing €110 billion and positioning the country as Europe’s second fastest-growing innovation market. With a growth rate of +5.5% in 2025, Barcelona’s ecosystem remains the strongest in Spain.

Why Barcelona? The case for setting up your business here

Barcelona’s rise as a tech hub isn’t accidental. It’s the result of a combination of structural advantages, proactive public policy, and a virtuous cycle of talent attraction.

**

Thriving ecosystem

Home to unicorns like Factorial, which reached a $2.5 billion valuation after a $150M Series D round in June 2026. The city also hosts 1,100+ startups and counts at least four active unicorns, collectively raising over $4.1 billion.

**

World-class talent

Barcelona is perceived by founders as a top location for entrepreneurship, offering access to digital and managerial talent at roughly 40% of US costs. The Universitat Politècnica de Catalunya (UPC) alone has spun out over 40 tech companies.

**

Public & private funding

The Barcelona Investment Fund, endowed with €30 million, is investing in strategic sectors like deep tech, green economy, and creative industries. Meanwhile, Banco Sabadell just opened a new 360° financial hub serving over 1,800 startups.

The city also benefits from a unique geographic position — bridging Europe and Latin America — and a quality of life that founders consistently rank among the best in Europe. IBM’s Global Location Trends 2025 report placed Barcelona as the leading EU city and third worldwide for attracting foreign investment in artificial intelligence, behind only London and Singapore. In 2026, Barcelona expects to see continued growth in sectors like AI, biotech, sustainability and the blue economy.

The counterweight: pros and cons of settling in Barcelona

No ecosystem is perfect. Below is an objective assessment of what founders, investors and employees can expect when moving their business to Barcelona.

**

Pros

✅ Mild climate and proximity to the sea.

✅ Excellent public transport and bike network.

✅ Operating costs 20–30% lower than Northern European hubs like London, Paris or Amsterdam.

✅ Strong English-speaking professional community.

✅ Spain’s Startup Law offers a reduced 15% corporate tax rate for qualifying innovative startups (down from 25%) for up to 4 fiscal years.

**

Cons

❌ Rising residential rents: average rents in Barcelona have reached €1,200/month, representing over 50% of a young professional’s salary.

❌ Tourist pressure in city centre neighbourhoods.

❌ Bureaucracy can still be slow, despite improvements.

❌ Regional tax differences (wealth tax, inheritance tax) compared to Madrid.

❌ Some administrative procedures remain Spanish‑only.

For founders and employees, the trade-off is generally favourable: a slightly lower salary floor compensates with a substantially better work-life balance, lower office rents, and a lifestyle that attracts global talent.

How to start a business in Barcelona as a foreign founder

Spain’s legal framework is open to foreign entrepreneurs. As of 2026, non-EU nationals can start a business through several pathways:

  • Digital Nomad Visa: Designed for remote workers and self-employed professionals. Requires monthly income of approx. €2,894, proof of a professional relationship of at least 3 months with foreign clients, and that at least 80% of income comes from outside Spain. Ideal for solo founders or bootstrapped startups.

  • Entrepreneur Visa (Ley de Emprendedores): For non-EU nationals launching an innovative business. No minimum investment required upfront. The business plan must be approved by ENISA, which certifies the project’s innovative nature. Valid for one year, renewable.

  • Startup Visa: For founders of startups that can be certified under Spain’s Startup Law. Provides fast-track residency and tax benefits.

  • Golden Visa (Financial Route): For investors willing to invest €1 million in Spanish startup shares or investment funds. No property option remains available as of April 2025.

For EU nationals, the path is simpler: they only need to obtain a NIE (foreigner ID number) and a registration certificate as an EU citizen.

** Step-by-step business setup process for all founders:

  1. Obtain your NIE (foreigner identification number).

  2. Choose your legal structure (autónomo – freelancer, SL – limited liability company, or branch office).

  3. Register the company name with the Mercantile Registry.

  4. Open a Spanish bank account (required for capital contribution).

  5. Sign the public deed of incorporation before a notary.

  6. Register with the Tax Agency (Agencia Tributaria) and Social Security.

  7. Apply for any necessary municipal licenses.

For non-EU founders, the visa application must often be submitted before or in parallel with these steps; sequencing is critical.

Spain’s Startup Law: the fiscal backbone

Spain’s Startup Law (Ley 28/2022) is the single most important legal instrument for tech founders. Certified innovative and scalable startups benefit from:

  • Corporate tax rate of 15% for the first four years with a positive tax base (versus the standard 25%).

  • ✅ Deferral of tax debts and exemption from making installment payments for corporate income tax.

  • ✅ Reduced withholding tax for foreign investors and simplified social security rules for founding employees.

  • ✅ Easier access to public grants and innovation vouchers.

To access these benefits, startups must obtain certification from ENISA, the public agency that evaluates innovation potential, scalability and technology profile. The annual turnover cannot exceed €10 million and the company cannot have distributed dividends in the past.
